GRANT FUNDS FROM BUREAU OF LAND MANAGEMENT FOR FUELS REDUCTION PROJECT

Approve the acceptance of grant funds from Bureau of Land Management (BLM) , in the not-to-exceed amount of $20,000 for the purpose of Fuels Reductions Projects as identified in the Maricopa County Community Wildfire Protection Plan (CWPP). The grant period for this grant is August 26, 2018 through August 25, 2021. The Maricopa County Department of Finance has calculated the Department of Emergency Management's composite indirect cost rate for FY19 is 6.8%. Total grant indirect costs are estimated to be $1,360 and are not recoverable. Emergency Management will absorb these indirect costs within their general budget.

The grant award is non-recurring, the department has to apply for the non-competitive grant that is awarded to counties with a CWPP, we have received the grant in the past for Fuels Projects that impacted County Parks, Jurisdiction within Maricopa County. The department does not have an in-kind match requirement for this grant. The grant award is not a mandated function but it is the department responsibility to assist jurisdiction or county land to provide assistance with fuels reduction cleanup in order to prevent fires that will cross over to federal lands. The grant is awarded direct from BLM through the Hazardous Fuels Reduction for Rural Communities, P: 109-54, 2018 Annual Appropriation Act. Maricopa County has coordinated cleanup projects over the past 12 years in the areas of Buckeye, Goodyear, Wickenburg, Fountain Hills, Rio and Tonto Verde. Maricopa County does not have to fund any additional costs for the program.

Additionally, in accordance with A.R.S.42-17106(B), authorize the following amendments to the FY 2019 Emergency Management (D150), Emergency Management Fund (215) Budget:
a) Increase the revenue and expenditure authority for Emergency Management (D150) Emergency Management Fund (215) Non Recurring Non Project (NRNP) by an amount not to exceed $10,000.

Funding for this agreement is provided by a Grant from Bureau of Land Management (BLM) in the amount not to exceed $20,000. The overall grant budget will be adjusted as necessary to accommodate this grant through future reconciliation.
Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. ยง42-17105.
